This is for other Civ IV buffs.
There are eight Traits each Leader can have: Aggressive, Creative, Expansive, Financial, Industrious, Organized, Philosophical, and Spiritual. Each Leader has two Traits, and no two Leaders have the same Traits. Now, there are eight-choose-two or 28 different pairs of Traits possible, but there are only 26 Leaders. Two combinations, then, do not appear, to wit, Industrious/Philosophical and Creative/Organized.
Idle Question: why those two? I can hazard a guess on I/P: building Wonders double-quick and then generating Great Person points twice as fast to boot could be an extremely potent combination. (The only other pair I can think of that would reinforce like that is F/O, with increased income and decreased expenses, but perhaps that's less decisive.) But why would C/O not appear? Any guesses, or should I just chalk it up to randomness?

Unfortunately, both France and Germany have two Leaders already, and their special units (Musketeer and Panzer) sit oddly with old Karl; you'd probably have to introduce a new Frankish civilization, with, perhaps, the Paladin as its special unit.
Suleiman I, called the Magnificent (Creative) and the Lawgiver (Organized). Again, you'd need a new Turkish civilization; use the Janissary as its special unit.
Or, my personal favorite, Augustus Caesar. No need for a new civilization there, and his claims to both Traits are rock-solid.

Damfino. I suppose you could give them a plus against Melee units; I seem to recall stories that their scream while charging was very unnerving.
