Well, yes, *international* terrorism does tend to involve foreign-born individuals. *Domestic* terrorism, which is just as deadly (just ask the people of Oklahoma City), tends to involve the native-born. Either those making this announcement are naive, or they're trying to foster xenophobia. I know which explanation I'm inclined to believe.
