Well, yes. The goal of these laws is to reduce drug usage. Making 'em into a game of Russian Roulette is one way of accomplishing that...it really doesn't make any difference to the War On Drugs people whether this law drives the manufacturers out of business, convinces people to Just Say No due to the increased risks, or kills off the customer base. Any of those outcomes furthers the goal, after all, yes? Besides, it's not as though the *$@# drugheads are any kind of Decent People(tm); if they die, no biggie. *sigh*
