Who's Calling, Please?

My long-distance provider is AT&T. Among the services I purchase from them is Caller ID, which I have found invaluable.
A little while ago, the phone rang. As usual, I allowed the answering machine to pick up, while standing near to pick up if it seemed appropriate. It didn't, this time; it was a robocall.
"This is an important message from AT&T :boastful blah-blah: Please return this call at :number:"
Set aside the discourtesy inherent in robocalls.
Set aside the gall of using a robocall and asking for a return call.
What I want to know is why the Caller ID screen showed UNKNOWN CALLER.
