It took me a bit to figure out why that sounded familiar, but the Tri-Cities area is the home base of auto-mechanic/adventurer Mercy Thompson, in a series of urban fantasies by Patricia Briggs. (The series starts with Moon Called, and it's pretty good of its type.)
