Where did the meme of mentally ill people thinking they're Napoleon come from? (I mean, specifically Napoleon, as opposed to some other famous or powerful person.)

(This question came as the terminus of a mental track featuring Alfred E. Napoleon and the question of how to translate "What, Me Worry?" into French....)
