Dog with Two Treats

This evening, an occasion arose for giving the dogs treats. I went into the kitchen; Gracie followed, and Buster did not. (Still using her as an early warning system....) I reached into the box and pulled out two treats. Buster still did not appear. I handed one to Gracie; as she padded out of the kitchen, I gave a whistle to summon Buster. Gracie stopped, looked back at me, dropped the treat she was carrying and bounced back to me. Buster mooched into view behind her, picked up the treat she'd dropped, and left.
I gave her the other treat. What else was I to do?
