What? You don't just hold the towel still around the terrier and let her jumping, quivering, and poinging self do the drying?

My step-sis S has a terrier named Sparky. He is better described as some fur and a voice on springs.

Grendel tends to do a fair job of drying herself by flailing wildly on top of towels we put on the floor, but that also means that if she doesn't have enough towels to roll on, she'll rub her wet little furry self all over the couch, the carpet, your dry pants, etc.

It was easier to throw a bunch of washcloths and hand towels in a King size pillow case and then put her in it. (On the floor of course, not like sack-o-puppy or anything). She'd roll around and around and around... and then eventually make her way out of the bag only to dive back in and roll around and around and around... She's too big for this now.

Oh, and I only recommend this if you have no stairs in the immediate area.
