I can think of three defensible candidates.

Charlemagne, founder of the Holy Roman Empire (hence Organized) and patron of the arts, in the Carolingian Renaissance (hence Creative). Unfortunately, both France and Germany have two Leaders already, and their special units (Musketeer and Panzer) sit oddly with old Karl; you'd probably have to introduce a new Frankish civilization, with, perhaps, the Paladin as its special unit.

Suleiman I, called the Magnificent (Creative) and the Lawgiver (Organized). Again, you'd need a new Turkish civilization; use the Janissary as its special unit.

Or, my personal favorite, Augustus Caesar. No need for a new civilization there, and his claims to both Traits are rock-solid.
