So, just to be clear. His concern is *not* that he might injure Americans or citizens of another country, but rather that he might end up the scapegoat, should said wrong-doer get injured.

Okay. Let's just hope the other half of his quote never made it into the wire story.

And, I would like to know where these non-lethal weapons *are* being tested. I believe that the Israelis were using sound waves that incapacitated the protesters.
